No, it doesn't that would be a factory reset. Clearing the system cache just deletes temporary data that will eventually be deleted automatically.
Try clearing the system cache in recovery mode. Worked for me.

Did you try rebooting your OnePlus One and making sure the Audio FX app is turned on?
The OnePlus One is definitely more durable than that.
