Why don't you share a ss of the scout settings page. You can try clearing data of launcher and restarting the phone afterwards.
The ringtone will be lowered as soon as the device moves after it has started ringing.
That is what happens with everyone. It is called thermal throttling. When playing games the soC heats up which lead to reduced performance.

It does heat i.e. it reaches around 40 degrees But the major issue is the stand by battery drain(major)
Your Bluetooth device should support the settings you are trying to set. It is not the problem with the device. It is not sticking to the 990kbs...
