    When i come out of an app when swiping up from the bottom(like seeting app) or,while scrolling in the app drawer,the refresh rate drops down.This gets resolved by restarting the phone and after sometime,the refresh rate again gets dropped. Kindly help.

    The apps which are designed to run in 120hz like file manager,gallery app etc, their refresh rate has also dropped down drastically to 60hz..whereas refresh rate is enabled

    There is nothing to worry about frame drops it's not the os issues it will work in 120hz only for supported apps for other apps it's will automatically adjusts to its supported refresh rate,if you want to 120hz in any app you may contact to that particular app developer to develop it to use in 120hz.

    I am not talking of any particular app..the refresh rate of the phone is dropping down..like during scrolling over the app tray,in the one plus settings app,phone app,in these cases also refresh rate is dropping

    Try to disable adaptive refresh rate and lock it at 120hz? (Don't have the 9-pro, so don't know if this is possible)

    Edit: forget this, you have 9R not 9P

    It's a known thing that OOS animations have lag in some cases. So in your case it may not be able that refresh rate is dropping to 60hz... The refresh rate could still be 120hz, but when you scroll it looks unsmooth.

    Then how to make it run back in 120Hz r fresh rate..i tried waiting so that it can run in 120Hz in its own but it doesn't.the issue gets resolved only after restarting the phone

    You can mess with an app called AutoHZ, that also requires modifying some ADB commands... I hade positive results on my 7pro using that app.
