I think he means Wireless Carrier or Mobile Network provider.

I have the same issues of no 4G and crappy WiFi (no issue regarding that on One + 3) with the latest patch of 4.5.3.

I'm on Oxygen 4.5.3 and also have a terrible 4G and wifi connection.

I'm with Three as the carrier in the UK and haven't had 4G at all since getting the phone.

On wifi I can get over 200 Mbps download, but upload is very poor, generally less than 3 Mbps, whereas my One+3 gets 12 Mbps on the same network.

I also bought my wife a One+5 and she has exactly the same issue, upload at 2.3 Mbps, her older One+2 has a better upload speed of 11 Mbps on the same network.

Not sure why, but the One+5 phone is the common denominator having very poor upload speeds, whilst all other devices including laptops, tablets and PCs are fine.

I've read Wi-Fi connectivity is an issue, I've had three updates already, each mention connectivity improvements

Do you use whole new AT&T SIM and apply by OP5 IMEI?
If so, this is a known issue and you need to follow following instructions.

    https://forums.oneplus.net/threads/at-t-lte-fix.346493/

To fix this issue, you need to do the following.
    1. Find a friend who has an AT&T LTE enabled/compatible phone (iPhones have been proven to work).
    2. Get your friend's IMEI number.
    3. Go to a local AT&T store and try to find a useful and knowledgeable assistant.
    4. Replace your OnePlus Two IMEI number with your friend's IMEI number on your AT&T account. Don't worry, nothing will happen to your friend's account or phone. You can have one IMEI number linked to more than one SIM card. It will simply look like your friend's device is linked to two different SIM cards.
    5. Change your Access Point Name (APN) under SIMs Settings on your OnePlus Two to "ATT Phone".
    6. Enjoy LTE.

4.5.3 - this smart phone is offline most of the time.

Wifi just dies and disconnects completely (no, not a router issue..).
Data seems fine (as in, indicating H+ and a decent signal strength), but the network stalls completely. The phone is offline. Can't use any network services (tested with browser, WhatsApp, FB Messenger). A 'fix' is either jumping back on Wifi (will die again, but .. data will work for a while now) or turning data off and on again.

And I'm really not a fan of 'try turning it off and on again'. Nor do I like to have a phone that silently won't receive any data anymore. That's basically a brick then. Without any official confirmation that this is a software issue AND high priority, I don't think that the OnePlus 5 is a working smartphone, period.
