So will the 90hz refresh rate be more utilized with this update? Seems like it is wasted on items that do not support it like Google Chrome.

from what I can see the 90 hrtz refresh rate will be locked for the pixel 4 9n chrome at least but can be forced with adb. games will begin to support 90 in the future also but that is up to them unless you force it.

I'm not so sure on a stable release right away. My guess would be an open beta first.

Dp4 is not a beta. Developer Preview is a step before the beta stage and is there for developers to prepare apps before official release.
Closed beta on the other hand is more usable with some bumps along the way like wipes and stuff between some updates. And you are expected to report back to developers in a higher degree. There are also non disclosure agreements.
Open Beta is even closer to a stable release and there is no real demands to use it.
The official stable releases could need a extra step. Early adopter opt-in for those that feel quick updates matter the most. That way you could choose if you want to be on the early stage of an rollout (with a chance to get the update before global release) or wait on global release if stability is your major consern.

If it comes it could come late. Would recommend keeping an eye on Lineage OS. I will support the device with Android 10 based v17 even if it ends up not being released by Oneplus

If Android Q for the OnePlus 7 Pro does not appear in the same week as the official Google release, then I go back to Apple. Android sucks.
