cut and paste the file in the dashboard of file manager
the file is already inside file manager-internal storage.

I already moved the file from downloads folder to directly inside Internal storage.still it's not detecting the Oreo degrade file. it's showing only pie beta file while trying to local upgrade.
ok then u have to install directly from boot loader
firstly delete that pie beta file from your device because it may be confusing to you

you re getting wrong first' switch off your phone and press at a time power+volume down+home button until it tooks you android logo from there u select language then install update

arcore which was supported for 3T is not available now in Playstore.
You've tried factory resetting? You're gonna lose the data on downgrading, so it's got to be worth a try.
