Try it with WiFi off when using.
What isn't working, all of it or certain shops?

Mine wasn't working either but I received an update for Android Pay from the Play Store and now it seems to be OK again.

Yeah, it happens for me too.
Whenever I try to use Android Pay, I got the message on terminal saying "Please use another card". I tried clearing cache / removing and adding cards again / with WiFi on and off with no success.
I have problem with the merchants where I used to pay with Android Pay before the update.

Can you please confirm if Android device manager is enabled in Device Administrators. I think it needs to be enabled for Android pay to work.

I know it's not my thread, but I have Android Device Manager enabled in Device Administrators.

Thought I'd chime in on this one since I'm having the same issue. Did a clean install of 4.0.2 too and it fails to work on TFL (Haven't tried anywhere else). I tried removing the card and adding again, deleting the Android Pay app and reinstalling and giving permissions to the app again, still doesn't work.

Was doing exactly the same trying to sort Android pay on 4.0.2 but in the end I had to downgrade to 3.2.6 to use Android Pay on TFL

I think using Android pay on TFL is a bit of black magic. Sometimes it just doesn't work and no one seems to know why.
