When the developer preview program ends and the source code is officially released at the end of the summer. The developer preview is a partnership between Google and Android OEMs, the carriers those OEMs partner with or any other third parties they associate with aren't a part of that deal. There are probably terms in the agreement that would prevent the sharing of unreleased code with them even if they were so inclined. There have been plenty of questionable decisions regarding the software maintenance of the T-Mobile branded variants that are worthy of criticism but this shouldn't have come as a surprise to anyone who's been paying attention.

this is what happens when you buy a subsidized phone locked to a carrier. you get updates later because the telecoms claim they need to "test" the firmware update to make sure it's compatible with their Network. just like with other updates, you'll probably get your update weeks after unlocked models get theirs.
