    Pretty sure they do, it just doesn't appear cause people go so long without formatting their phones and/or have wifi available which is how you solve this problem.

    Settings >> Apps & notifications >> see all apps >> 3 dots on right top corner >> reset app preferences

    I have purchased OnePlus 7t a week ago and this notification came then I contacted one plus about this problem they said you may have setuped your phone on first Boot without WiFi,to resolve this problem OnePlus Said reset your device and setup it again with wifi

    Connect to wifi using another mobile hotspot then in your mobile go to wifi settings and click the settings symbol near the SSID of the wifi you have connected and change the network usage as unmetered. Now click on the notification area that is popping out to complete setup and proceed then it won't appear again once you finish the setup process.

    i have the same problem, i do a factory reset (system, options reset, factory reset). i save my data before.
    the phone is started with the init wizard, at this time you should not skip the android configuration (change wallpapers, font, ans stuff like that). and do not apply the config reminder later. hope that help you.
