It's for security reasons, Google doesn't grant all apps to have unlimited access to all data.
Like the last piece of text in your screenshot "may access files without your explicit knowledge". That's not something yiu want.

Nope, that's Googles decision. They are the ones responsible for the OS security.
I get what you mean, but still, if I trust the wrong thing (as with people) that's my problem. Seems like google doesn't want their files scanned more than the user's safety.
What Google want or don't want is upto them and you agreed to that as soon as you agreed upon their Terms of service.
If it's a good thing Google denies access or not is not upto to me to judge but it's a good thing if it's done for safety reasons. I would like others apps to stroll around all my data and give them unlimited access to even alter data.
If you want to do that, that's all up to you and there are alternatives ways for you to do so.
