Well they would say that wouldn't they?

What were the trouble-shooting steps Google recommended?
What have you tried so far?

try clearing google play store cache, restart your phone and see if the problem still exists. Report back if this solved your problem.

I already tried that. total 23 updates are pending. Moreover I can't install new app too.

turn off auto update, cancel all ongoing downloads. try one update at a time. i am guessing there is one update causing the issue.

I'd suggest you to wipe your phone. If you've really tried everything, including wiping the cache/data of Google Play Store and Play Services, there's not much you could do anymore.
Make sure to backup your stuff before!

I've seen this issue in some cases. I fixed them by stopping all of the apps from updating. hit library and make sure all of them are stopped as well. uninstall updates from play store to make sure there isn't an issue with your version. let the play store reinstall, make sure your settings are on so the apps will update via network and wifi. try downloading each app one by one. that's what's worked for me

I think it's working again as I done 2 steps
network reset and app preferences reset.

Sorry, missed your response yesterday as you didn't use 'Reply'.

If you've been through the obvious trouble-shooting steps (data/cache for Play Store and Play Services), you then uninstalled all updates and re-added one at a time but still having issues the only option left is to factory reset.

Think about what you want to keep and backup everything you can then move backups to PC/Cloud and try a Factory Reset. Not really that painful as long as you have essential stuff backed up. ;)
