Could someone explain what it does properly as I don't understand entirely and should I toggle the apps on or off?

There is an app called Startup Manager which does the same thing. If you don't have Nougat then you can use that app.

If you want an app to autostart with every reboot enable it, if you are not bothered don't.

Either use an antivirus app to clear it or do a factory reset within the phone ( do not select the option " Erase internal storage" as it will wipe ur internal storage completely) so that all ur third-party apps will be removed.
    Then start afresh.
