There is no "best ROM", Only what you feel is best for your own usage.

So try a few different ROMs and choose the one that best suits your needs.

Depends whats your defnition of "best rom" is. For me, I have tried almost all Pie custom ROMs that support encryption from Oreo, and I always come back to OOS. Depending on your patience level, I would suggest to wait for Pie official rollout.

for me it's pixel experience . Don't try the RR pie cause it has a major bug in OnePlus 3/3T. I have tried Havoc, lineage, RR,MiUi,pixelexperience and skydragon. I will suggest you pixel experience with franco kernel. the perfect combination for beast performance and battery.

    Best ROM? It's GlassROM

If I made it then it's the best :p

    In all seriousness though
The best ROM is oxygenos because everything just works without any issue

same here dude , always reverts back to oxygen is. I am kinda skeptical too cause the costom ROMs developers are one click away to get our things stored in mobile,. Yah I know OnePlus was also caught in scandal of taking user data ..

I am not worried about user data. I have a simple philosophy, as long as I am connected to internet, I can never be truly secure. So i just use my common sense and stay away from shady stuff.
