    Really depends on what the issue is. If your ART cache is at fault, then most of your apps will crash at start. Play store having issues could warrant a cache partition wipe. If it's a specific app, I would play it safe and uninstall the app and reinstall it.

    Clear cache from recovery only if you have just performed an update and multiple apps are crashing. Any other issue is not caused by that cache and clearing it will only slow things down. Got it?

    Now I'm thinking what should we reply for those impatience person who creates threads after every updates and want solutions within a minute

    The proper reply would be "Unless the phone is crashing, everything will be fine once the OS settles. Don't do anything." Then give a link to this thread.

    If they have issues with multiple apps crashing, reboot to recovery and clear cache (once is enough). For all other issues, an investigation should be made to determine the root cause.

    How many threads do you see where someone posts a problem, immediately someone says "wipe cache" and they respond with "I did that and it didn't work". Nearly all? How many threads end with, "clearing caches fixed it"? Good luck finding even one!

    Often, a factory reset seems to solve the issue, but what it did was reset all the settings and developer options they had been playing with back to normal and got rid of a lot of apps they didn't need and thus didn't reinstall. And they'll blame the OS and think everyone needs to factory reset every week!

    TL;DR
    If your problem is ...

    * Random Crashes of most apps
    Clear ART/Dalvik cache from recovery

    * A few (or one) app crashes
    Clear all apps data from App Info screen or uninstall app and reinstall from Play store.

    * Bootloops
    First, wait longer than normal after an update. It may not be looping. Second, get rid of custom overlays (themes) and Magisk modules before applying an update. Bootloops can be due to apps crashing, so try clearing cache. If all else fails, wipe data and flash ROM again, let your phone install apps from Google backup at setup screen.

    * PlayStore misbehaves
    Clear Play store and Play services data from App Info screens, then immediately reboot to recovery and wipe cache partition

    * Battery Drain
    Make sure pocket mode is on, consider turning OFF double-tap power for camera, delete suspect apps, and read the battery thread (link at end of first post). Do NOT clear caches.

    * Slow phone after upgrade
    Just Wait. Clearing caches makes it worse

    * Other problems
    If it's not crashing, it's almost certainly not a cache issue. Look in your logs for a clue. Clearing caches is not likely to fix it and can slow down the device.
