Facing the same issue after updating to Android 11. Moreover the update never notified that it'd be updating the OS to 11. It just mentioned these are security patch updates.

The build number was 11.1.1.1. 11.0 was the original OOS 11 build.

Makes sense but the user's prolly not gonna look at the number code and try to figure what the update is for right? The Update details never mentioned it'd be an OS 11 update.

That's because it's the next version update for OOS 11, of course it's not gonna mention it.

Oh no I wasn't running OS 11 before the recent update I got. Well, I don't wanna get into a chain of arguments here, a lot of us are kinda affected by this new update wherein we can't access a few apps properly, WhatsApp Messenger is unable to download/access any media to/from the device and Call of Duty has this weird error as mentioned in the post. I wish there could be a solution for these problems maybe an update that could Fix this bug.

Does that mean I cannot run Android 11 (even when provided by OnePlus) on my device and the only way to continue to use my apps normally would be to trace back to the factory version ?

So personally I don't backup my data but that's just me. Wait except my contacts that backs up to my email and I restore them when I enter my email when setting up my phone. I would advise you to look through apps on the Google Play store to back up your data.
