That's what you choose: More oil effect or more noise. More noise means it is sharper, more oil effect means less noise and less sharper.

I am using the "Camera M" mod for a while now, so i can't reproduce it. If you are willing to root your phone you could look at it.

That's probably just a nocebo effect, don't obsess over details, camera hasn't changed since 4.7.6

Not necessarily, the compression algorithm for Jpeg is the no.1 cause for oil painting effects. also any processing applied to the image may cause that.
the opposite of sharpness is softness, as in blurry edges, it's different from smudged colours which causes the painting effect (usually on grass and foliage).

I think it can be fixed, even though I personally don't see it that often in my shots.

I got your point, but the smear effect/oil paint effect results because of the luminance-denoiser. If you deactivate it, you will have way more noise and more sharpness. This is how the "Camera M" mod works as far as i know. Of course you will have the best results by changing the JPG compression to 100% and deactivating luminance-denoiser.

Possible! I actually don't know what this effect does exactly as I haven't heard of it. so I take it you know more than me on the subject :)
