I think your problem is, there's no defined background with your subject being so close to the wall.

Doesn't matter what it is, it depends on how close the subject is between the camera and the background. The further the background is relative to the subject delivers better-looking shots; this is why they're best done outdoors.

I noticed this problem after this update .
Previous version was worked proporly. I think only another update should fixed this problem.

Try to focus on a human subject, and take a photo... Is that still not sharp?

Once again, look at the distinctions between distance of subject and background. The bike has a HUGE distance between the background while the human subjects aren't far enough to register.

I think this issue is happening to some oneplus 7 devices only . I have tried to click portrait shots from distance but it couldn't capture human faces but it capture other objects perfectly.

    Hello everyone...
If you believe that there's a problem with Portrait-Mode either https://forums.oneplus.com/feedback/
Or In community App-> Profile->My Feedback would be the better place to report it... :)

Here's some quick hints for better edge detection...
As @Artemus. Already mentioned the software needs distance to distinguish between foreground and background...
Too close and you'll get something like this...
    IMG_20200609_092012_Bokeh_001.jpg

    More distance..
    IMG_20200609_091603_Bokeh_001.jpg

And with increasing distance more Bokeh... ;)

    IMG_20200609_091632_Bokeh_001.jpg

In the background there shouldn't be too much going on so the subject is clearly distinguishable from it..
No hard edges crossing the edges of the subject...
Like in Post #7 or #15...
    Hope that helps... :)

If you still think there's issues report as I mentioned... :)

    Cheers

As everyone is mentioning above, it's subject's detection with faces that is the issue, NOT the whole portrait mode.

My OP7 stock camera can't produce focused portait as soon as it detects a face in the frame. Everything gets blurred out. Happened 20 minutes after moving to 10.3.3.

So that's on the camera app.
