SINCE I ORIGINALLY POSTED THIS, SOMEONE SUCCESSFULLY CHANGE SOFTWARE ON AN 8 Pro TOO.

OBVIOUSLY, DO SO AT YOUR OWN RISK.

I have just changed my Global software version of the OnePlus 8 to the Europe version to hopefully get the o2 carrier update (when it comes) and it was very simple.

I simply download Oxygen updater (OU) from the play store then:-

    1. choose the telephone model listed on the OU app settings to 'Oneplus 8 EU

    2. choose 'Advanced mode'

    3. choose 'full update'

    4. go back to the main screen and you can download the full EU version by 1591559020692.jpg

    5. then go into you phones settings/system/system update and choose 'local upgrade' and install it

    Viola!

Changing your phone region will also change other things to the phone, like what type of signal will use or how will it connect to the internet, there is a reason why there are different updates for different regions

Dual SIM is blocked at hardware level for in2025 so it won't make a difference if you flash from global to EU, as above it may affect other things, there is no advantage to flashing a firmware for a hardware problem.

Sorry for delay! I have the IN2013 version(eu) but the firmware was global so that's the first motivation in doing this upgrade. Second, Oneplus 8 and the pro version doesn't have 5G activated yet, although some phone carriers implemented this technology in my country(Romania). Now with the eu firmware installed in my eu version phone, I hope there are more chances to get that 5G software update from Oneplus(I understand that this tech needs time, but it's equally true that I bought a 5G phone to use as a 5G phone - maybe somebody here will hear this request).
