In my case, I used an APK search and analyzer, and noticed Oneplus updates had not updated Webview, which was still dated 12/31/2008. Using the Play Store, I brought it up to date. So far so good.
After that, use the APK Analyzer to list your apps, then find the Android System Webview App, and get details by stretching the 3 dots to get App Info.
Then clear both cache, and storage.
Note that you can get Webview details using a search in settings, but the APK Analyzer will also list system apps and give you the info to clear cache and storage.
It's a chore after a few weeks of frustration, but I think that solves most problems, however, an old website from 2008 still keeps launching on the default browser on startup, and so far no amount of storage and cache clearing has made a difference.
