I'll avoid it like the plague unless Google fixes the trainwreck that is Google Voice integration in Lollipop (or CyanogenMod brings back Voice+).

The OTA are not geographically delivered, therefore nobody can answer you... but they said that the rollout should be completed by end of the week... Just wait a little bit more or flash it ;)

From what you say above it looks like you have only applied the small ~ 7.8 MB preparatory OTA to CM11 to get it ready for the second major OTA to CM12. Just wait a little longer and a second ~ 598 MB OTA will come to you to update to Cyanogen 12.0 - YNG1TAS17L. This new OTA is now being rolled out in two phases. Phase 1 is the minor update to 11s and phase two is the actual major OTA to CM 12. Keep checking the update option in your setting under "About"

    Good luck...

Update my rooted OPO from CM 11 to CM 12 today using the new two phases OTA update/upgrade. Update/upgrade went quite smoothly but, as expected, the upgrade to CM12 did unroot my phone.

Re-unlocking the bootloader, re-installing TWRP to replace Cyanogen Recovery APK and installing Super SU 2.46 did the trick. Phone is now rooted again & working without any major discrepancies.
So far, I very much like the new look and feel of Android 5.0.2.
