It is incremental. That is the very definition of an OTA. All it does is patch files that changed. If you are running 11s, the ota will not delete any data. However, like was said before, it is preferable to do a clean install by wiping data. However that is not for everyone.

As a matter of practice, I always wait at least 24 hrs after any significant system update is released before applying.

There's never enough testing resources available to cover all possible problems, so there's typically a rash of new bugs that come to light once an update is released. 24 hours is usually enough time for the software issuer to recognize how serious the bugs are and revoke the update if it's bad enough.

Once the 24 hrs has passed, if the update is still live, then I'll apply it.

that's most definitely NOT the definition of an OTA, and Steve Kondik specified somewhere in G+ that it will not be incremental.

Here, I've said this many times in this thread without posting my source, I was getting tired of myself lmao

I strangely do not like lollipop and so am pretty content waiting but for those that are thinking what to do I would seriously suggest switching to something other as the official offerings, get the bootloader unlocked(if not already) and head over to XDA Developers to get your self lollipoped up, far more active development and you can see the drama round these parts,

Sorry that you are confused. Cyanogen always provides a factory image to flash. However, all current CM11s users will get an OTA. Otherwise 99% of users would not be able to update. You will not lose your data updating from CM12s when flashing the OTA as it is an incremental update.

....I am not confused lol, he specifically said the OTA they send will be a complete image instead of an incremental. He later says that the image will be released afterwards since they will be slowly releasing the OTA as they monitor it for any problems, as usual, but in the quote I showed, he wasn't talking about that image.
