    You need to flash gapps immediately after flashing rom. Don't boot system without gapps installed

    Okay so Ill copy both the CM13 zip and gapp zip on to the phone, do a factory reset using TWRP and install both again using TWRP?

    Yes, wipe system, data and install both - rom first, next gapps. Then boot system

    No need to wipe or reflash anything. Just click mount in main menu and mount /system then flash gapps. It will work fine. Next time flash directly with ROM while /system is still mounted from the ROM flash

    It will work if phone was not booted without gapps installed. Otherwise you will get gapps not working even if flash in twrp success

    @lubek
    Flash rom and gapps simultaneously and then everything will work smoothly after rebooting.
