just asking this from an engineering point of view - is a dash charge Powerbank an actual feasible possibility or it can not be made because the actual physical size of the battery required to give enough amperage would become too big. I'm a noob and do not know much about this subject much.

It is possible to build, but Carl said it's to expensive for customers.

How would a power bank with standard USB 3.1 5V 3Amp output work with the Oneplus phones where dash charge is 4 Amp?

Couldn't one of the existing power banks be modified to deliver up to 4 Amps needed to dash charge a One Plus, the market would be bigger if it could smart charge up to 4 Amp / 5 Volt since standard USB 3.1 type c is 5 volt 3 Amp?

But think differently like OnePlus is good at, Couldn't you make Power Bank that works with smart charging delivering what your phone needs with dash charge and QC 3 or 4 since USB C 3.1 is 5V 3a Vs One Plus 4 A? Or just switch to QC 4.0 which is part of 845 chip?

OnePlus already have a Power bank, unfortunately its not Dash Charge. However OPPO does have VOOC power bank which is pretty much same as Dash Charge. So, one can use the VOOC power bank along with a Micro USB to type-c adapter to charger OnePlus devices quickly (Dash).

Sorry to say that QC 3.0 or later power bank's, charger's will only charge at 2A speed on Oneplus 3 & later devices.
