With the limited hardware, That's the way it works.

Here I am assuming That you are using data from one sim and call from other.

To have 4G data from one sim and call from other sim at the same time you need to have Snapdragon 845 while the OnePlus 5/T has Snapdragon 835. Last time I checked, They are hardware! So...

It works that way with every single phone I've owned so far. That's how it's in Finland at least.

As Snapdragon 845 supports dual 4G volte active. It supports the way OP asked!

There's no way to use 4G while calling if you only have one sim. Calling uses 3G and that's why it switches to H+.

There is no such thing called voice calls in 4g. 4g is only used for data. So your phone keeps both 4g and 3g networks active all the time to receive calls. so when you receive a call your 3g network is switched automatically

but there is a way to get voice calls in 4g via VOLTE. make sure your network supports it. Again volte is a way to serve voice calls over internet and not a direct analog communication

unless your provider support volte, when calling you will always fall back to 3g Network ( including 3g hsdpa hsupa ...)

you can check with our service provider if they have option to support volte. I thin OnePlus 6 is compatible

If you don't have voice over LTE (VoLTE) with your provider, that is normal, since calls fallback to the 3G HSPA+ network, once the call has ended it will return back to 4G LTE bands. You can also use the app called Network Cell Info to find out on which bands your phone is connected to at this very moment. I'm with Koodo Mobile in Canada, and it is the same thing since they don't support voice over LTE yet. It will be rolled out in the future.

You need Volte enabled to make data work while on call.
both the network provider and phone must support it.

    which network you are using?

in your ISP should support volte in your location or else call will switch to 3g without volte in your location you can't make calls in LTE network
