Neither My OnePlus 7 pro is detecting the laptop via type c to c connection nor vice versa.
It works if I connect it via type C to type A on my laptop.
The Type C to C cable works perfectly fine with the samsung galaxy note 10 plus, the drivers are installed and updated but my OnePlus device just won't detect or be detected by my laptop.
    Please help me.

[Solved][kinda] Plug your phone to your laptop and reboot the phone while connected.
P.S Could someone explain why this happened?

Did you try other C-C cables as well. Seeing as the A-C works it sounds more like a particular cable compatibility issue.

Does it work when you use a type A to C adapter on one side of the C-C cable? (if you have one)

Slow could just be because it's using USB2.0 at that point. But seeing as it works in an A-Type port, can you ensure that the drivers are detected by the C connection as well. (sometimes two different USB controllers need to point out the drivers yourself) Generic android drivers should work.

I have to restart the device while it is connected to the laptop via type c to c for it to be detected. Can you recommend to do something with this new info?

Maybe check if OTG is disabled then when connecting it? OTG can make it difficult to connect to a PC>

Yes, Make sure it's disabled completely, since Type C to C cables can be used both for host as slave connections they don't always have the resistor forcing the phone in "slave" mode.

Is it even detected by ADB when connecting the C-To-C cable?

    Hi
    without connecting the phone

open and check windows device manager

connect the phone and check if a connection line appears in windows manager usb devices

You should not have a driver alert
