It is only disabled as older versions had issues on Nougat. In playstore or APK mirror installing the latest will reactivate webview.
Developer option is only to switch between chromes version and the stand-alone webview as depending on the chrome version beta dev etc some are ahead or behind.

    1. Go to the settings menu, and scroll down to "About phone." Tap it.
    2. Scroll down to the bottom again, where you see "Build number."
    3. Tap it seven (7) times. After the third tap, you'll see a playful dialog that says you're four taps away from being a developer. Keep on tapping, and you've got the developer settings

Webview is now integrated with chrome.
It's not available as a stand alone item.
    Google has done this.
    It's not OnePlus.

Also, ( on a side note for any children who might stumble across this), there's no FM radio, the majority of the users in here see no point.
    Or an IR blaster.
    Or call recorder.
There is however a play store (if you have Gapps).
This has lots of apps to try.

You have to delete all data and cache in your Chrome browser app and to disable that.
Install Chrome beta and after that your webview will work like before.
