You can try these step to check.
1 make a call, and long press notification
    2 choose "MORE SETTINGS"
    3 enable "Allow sound"
after these, check with incoming call.
if don't work, please catch log, and send to me.

Here is the process for collecting logs:
    a. Dial *#800# on the phone application. It will pop up the log_test
    b. Tap on "oneplus logkit" and then tap on “Delete history log” and then “ok”
    c. Tap on "advanced", choose "save log type" and make sure that all of the options are selected (Kernel, Main, System, Radio, Event, Tcpdump), then click “OK”
    d. Go back to the previous screen and then tap "save log" and make sure it has a check mark.
    e. When it informs you whether to reboot or cancel, click “reboot”.
    f. after reboot, Try to reproduce the issue and take a screenshot to record the time.
    g. Wait for several minutes and then repeat the steps to get back to the “save log” option and tap on it again to stop.
    h. then choose "pack log and share", it may take minutes, then it will has log zip package in sdcard root directory.
    i. After you send the logs, please delete the file from your phone or it will occupy a lot of storage space.
Thank you very much for your time and we'll try our best to figure it out.

you can upload log in two ways
1 upload to google dirve, and send link to me.
2 send log via email to me, steve.tang@oneplus.com.

    Hello yogbal,

The issue you are facing now had been faced by me earlier at which I did a factory reset and then things became normal.. I am not recommending you to do the same but it's better if it sounds like a suggestion.

    Thank you.

there is nothing wrong with your phone hardware. it is a software issue.

download the full ROM from OnePlus website and flash it via recovery.

wipe system cache from recovery before and after flashing.

Instead of going to flash new mobile, let me get replacement..[e]1f602[/e]
That would be easy and less headache..

    hello,

I am facing the same issue as of today. I upgraded to Pie a week ago and noticed the same error this morning. The incoming call interface is not showing on screen when I am receiving a call. The only workaround (for the others that are facing the same issue) I have for the moment is going to recent contacts, and opening a contact. Only then I can see the incoming screen.

Do you need the log of calls or anything else to look at this matter ASAP?

    Kristi

No need to hard reset or something like that

    (If you're on Pie)
Long-press on the "Phone" app -> Tap on "App Info" -> Notifications -> Incoming calls (tap on the text, not the checkbox) -> Behaviour -> Select "Make sound and pop up on screen"
