Because this message happens as you probably modded the phone with an unofficial system before.

You need to sideload OxygenOS 4.1.1 via the official recovery, that should remove the message.

You have to provide more info about how it all started in the first place.
I will tell you with my experience, unless tinkered with, you will never have this issue on stock oos for sure.
Even if you have done so, nobody is going to blame you here, instead would try to help with there suggestions/ solutions.
So pls provide the exact happening for people to help you out on this.

Ok, since you are not a tech guy.
All I can say for now is to update ur phone to the latest version 4.1.1 using any VPN ( if you are willing to do so) and selecting the region in it to either Canada or Germany.
And see if the issue resolved for you.
If you are reluctant to use VPN then either wait for the 4.1.1 OTA to come to your phone when it's rollout globally happens.
Then you can update and see.
Or try to install the full zip file of 4.1.1 when it's made available for download on the OnePlus website.

It indicates that there has been changes made to system, if you haven't made them something else has! I'd be inclined to sideload a stock rom from OnePlus official site asap if you don't know what has caused this.
