Its something thats a part of 4G technology and not handsets...
If your dialer has the option for native video calling, it will support that...

I think you are confused, what you are talking about is either an impossibility (Video without data transfer) or a misunderstanding of how ViLTE ( Video over LTE) works.

I assume you are after video calling, free from charges via your comms provider? Who is your comms provider?

No its completely depends on handset provider (also Network)
i hv a lte only sim (jio4g india) and there is no such option where i can directly make a video call through dialer app..
While hving same sim in any samsung or Xiomi phone there is an option..

    Thank you all for replying.

I am referring to native video calling support. It is a facility provided by the network in support with the device without using any third party OTT applications like skype, facetime, hangouts etc. to make video calls except using the native inbuilt smartphone functionality without a need to switch on the data connection. Native video call facility doesn’t actually need an active data connection to make a video call. It’s a facility using the front camera of a smartphone to make video calls to the other party whose device also supports video calling. You can’t initiate a video call to the other party whose Network/Device doesn’t support video calling service. So, to enjoy video calling service, there should be two-way support for the facility from both the calling and called parties.

What I know till now is OnePlus 6 and 6T has this feature - it could be part of Android Pie. My network (4GJio) is providing that support but device is not. I guess this feature is present in Android Pie, so shall wait for that.
