I got the same issue and i tried all of the above solutions and nothing worked. I finally resolved this issue for downloading big apps by changing the App download preference to Over any network and by unticking the proceed downloading over wifi checkbox when downloading big sized apps. Hope this helps.

...same here on my 3T running Oxygen 5.0.8/Android 8
I can download of mobile data but (after following all sorts of work-arounds, solutions and clearing cache) I still cannot get to download over any WiFi connection.

edit: apparently "downloads" (settings>applications>applications list>downloads>permissions) was somehow switched to off for WiFi.
Don't ask me why, but I think I pressed something in Google Music and things fell apart.

I have the same problem with a clean OP6 as from the box, no custom room or apk. The problem started around November 2018. I have a very fast and stable WiFi connection. I have the problem both on data and WiFi. I've done all of the above without success. I've done a factory reset for app and my big surprise was that I have the same stupid problem. I don't know what to do anymore except send it to guaranty. Do you have any other idea of what to try more?

Found it. Reset app preferences and restarting multiple times did not help me.

Finally what helped is: go to settings>apps>click the three dots>show system apps>go to download manager>clear data and force stop it> done! No restart required

Faced the same issue with my recent purchase of OnePlus7 phone. Following below mentioned 4 steps helped me fix this issue. Hope this will help you too.
    1. Go to phone settings
    2. Select "Apps & Notifications"
    3. Select "Google Play Store"
    4. Select "Storage" and click "Clear Storage" and "Clear Cache".

Once this is done, go to your playstore and try installing apps.

I still got this problem, I found out that it has something to do with my bluetooth when I am at home. I can have my bluetooth on anywhere else and everything works great. Can download apps without a problem and they install quick. When I come home everything breaks again. If I turn off my bluetooth and wait a while or reboot then everything works perfect. When I turn it on everything breaks again. It sucks but currently I have no replacement for my phone to send it away...

I have the same issue, but it is a little bit different. If I reboot the phone, one app is downloading and installing, but only one. I tried to synchronize my phone from google backup, the first 30 of 60 app downloaded perfectly, but after while i can install the apps with this rebooting routine. I tried everything, delete the play store updates and update manually, i deleted the app's data, disable play store and enable again, but nothing changed. I have a strong wifi connection, i can downloading from drive, or any other website during this.

    I have a Oneplus5, please help me!
