    Since when does this happen?
Are you using a protector film?
Did you remove the fingerprints and add them again?

if it's not happening only in apps, most probably a problem in app locker.
    Here's how I fixed it
Go to settings>apps and notifications>see all apps>three dots on top right>show system apps>then search for applocker and select it>storage and cache>clear storage and clear cache>restart your device

I'm using Oxygen OS 11.0.2.1HD65AA. Fingerprint scanning won't work in 60hz. When I revert to 90hz, fingerprint scanner works fast.

I did it just now. Same thing. You can register your fingerprint, no problem. But it won't be recognized in 60hz. Reverted to 90hz and works fine.

Yes. I registered the FPS with 60hz.

How would I clear cache in recovery?

    Here:
    Wipe Cache in OnePlus 7 Pro/7T Pro/7T/7
    Step 1:
Make sure to switch off your phone.

Step 2: Press & hold the power and volume down key at the same time until seeing the OnePlus logo, release all buttons.

Step 3: Select the language from the list.

Step 4: Tap on Wipe data and cache.

    Step 5: Tap Wipe cache.

This message appears: Cache will be wiped, continue?

    Step 6: Tap Yes.

You can see a “Wipe success” message when complete the process.

    Step 7: Tap Reboot.

Cleared the cache. Still the same, fingerprint is not recognized in 60hz but works ok with 90hz.
