You can download a full ROM from oneplus.com/support, boot in fastboot mode, connect to your computer, and type
    - fastboot devices to be sure your device is detected
    - fastboot flash [/path/ROM.zip]
    Then reboot.
Your storage might be erased in the process.

What happened before your device decided to stay stuck in fastboot mode?
    An update?
    A root process?
Where did you purchase your device?

Intstalled twrp and root the device with magisk. Then then noticed there is no wifi so i tried to install stock boot. Img extracted from the zip file above. I tried to flash twrp and different boot.img a few times. The device wont boot now its stuck in fastboot mode. I purchased the device from an online seller locally. Its brand new.

Also note that if you purchased a Chinese version device, A/B partition is different, and usual tools may not be adapted.
