If you haven't already updated to 10.3.1, use 3rd party Oxygen Updater from the Playstore to download and update to 10.3.1

You can also try resetting the WiFi,

Settings, System, Reset Options, Reset WiFi

You could try backing up your phone and do a full factory Delete All Data reset.

    Or contact OnePlus support directly.

Have you tried the suggestions to fix the issues as stated above and also on the other thread where you posted the same issue.

    https://forums.oneplus.com/threads/new-update-froze-some-app.1199174/

If you have and its not fixed then try the following.

Do a full Erase/Delete Data button, factory reset. This will restore you to a fresh installation of Android. So you will need to backup your phone.

    After Backing up the phone.

Go to Settings, System, Reset Options, Erase All Data, click on the Delete All Data button,

For more info on how to backup your phone, check the solutions here.

What's snarky, I gave you suggestions that may hopefully fix the issue, there were also suggestions in the other thread you posted in. Less of the attitude dude.
