It's seems to be up to date. Can't find a reason as to why your phone isn't certified. Try a couple of more things. Uninstall updates for Play Store and Google Play Services. Then reinstall the latest apks for them. Then reboot the phone. You can get the apks on apkmirror (completely safe). If that doesn't fix the issue, I suggest you contact OnePlus CS.

Does your device show "Certified" in the Play Store settings?

I suggest you try clearing Google Play services cache and data. The same for Play Store. Then clear cache from recovery. I faced the same issue on OOS 11 Beta 1 on the 8 Pro, and this fixed the issue

Seems like the Play Store was still displaying incorrect information. Did you unlock the bootloader from the developer options?

Nothing like that, was not even using the phone when the message appeared.
The only thing that changed was a system update was pushed to my phone in the last week.

Finally had the time to attempt a factory reset and set up all my Apps and logins.
End result - device is now play protect certified again and access to Google Pay is restored.
