Ok so I somehow sorted the issue with Google Pay.

I've done a total cleanup of cache and data of the 3 apps:
    - Google Play Services
    - Google Pay
    - Google Services Framework

After that I was able to successfully add the card and I was able to pay with it.

When it comes to the Google Play system updates, I have a weird behavior, because the icon itself shows that the update is needed but when I enter it, the info which I receive is that the device is up to date. Anybody have a similar issue?

I'm really getting annoyed by this update and I'm thinking about making a full wipe of the device...

Same here, sometimes it seems to work well and it asks for a reboot, bit it still shows the old patch level.
it does not affect all devices, some people were able to update to Oktober patch.
probably we already got November patch which is broken?

Edit: For me, GPay works fine (I even tested re-adding the paypal account to GPay, no issues), it is just the Play System Update that does not work.

Edit2: Guys at 7T forums have similar issues:

Edit3: Pixel owners seem to be affected as well:

Looks like Google messed this up.

I have searched the net for some help but nothing works. Apparently, it's affecting those with the converted T-Mobile version. Can you guys confirm that you have this device as well? Perhaps we can narrow down our problem to get it resolved faster.

I've tried wiping these three apps but nothing worked. I've done it several times.

    Yep, same here.
Looks like Google pulles the current update. I guess they have started rolling out November update which is broken and now stopped the rollout.
Still wondering why it say up-to-date.
I checked logcat, the Play System Update seems to consist of several packages - I think all packages are on the latest available release, but only the information about patch level is missing.

So long as your phone is NOT a TMobile carrier or converted TMobile then the steps mentioned in Post #3 should work

Also update to 10.3.2 released today, if you can't get it via OTA then try Oxygen Updater. It may help.

3rd party app Oxygen Updater from the Playstore, its used to get updates faster if they are not offered by OTA immediately. Used it myself today to install new 10.3.2 incremental update.
