Do you mean volume of a bluetooth handset ??

Check in settings if absolute volume is on.
Otherwise phone volume and handset volume react independantly..

So settings - sound - headphone modus - bluetooth absolute volume.

Yes, the front facing speaker. So the downward speaker at the botom is normal and the top speaker has low volume. Since the phone allows stereo sound it might be a incorrect ballance setting but I would not know how to correct that since I have not found a ballance slide in the settings of my 7T.
Could also be a hardware dammage of the top speaker and occurrence after your last update could be purly a unlucky coincidence
and I have seen pictures of a extra slide in the mixer called call volume. never seen that one myself, but it might only be there when actualy in a call.
try opening the mixer ( the slider symbol at the Bottom that appears in the bottom of the popup screen for volume when you are connect in a phonecall.
