First go to Settings >> Apps & notifications >> in upper right search write OnePlus Launcher >> App info / OnePlus Launcher >> storage and cache >> select clear cache.
Re-check your device.

Unfortunately an "all icons lock" also called "desktop lock" function available on other brands is not implemented in Nord OxygenOS 10. This is the most useful function any serious user want. We are far from the best user experience claimed by OnePlus.
