when on dark mode, there's a white bar on top of the gallery app. which stays on even while scrolling.
And black and white pictures appear to be in full white shade sometimes

Can you please attach a screenshot of it ?

if you're talking about this white bar then enable the hide bottom bar in : Settings > Buttons and Gestures > Navigation bar and Gestures > Hide bottom bar

Well I tried to check both the app to experience what you said, but I didn't encountered that white bar.

Maybe there is a glitch in Photos or default Gallery, best if you could report it via bug report section. Android 10 is available only in OnePlus 7T series (and Now Pixel 4) this might be a bug - reporting it ( with screenshot) would be the best option.

I had the same problem since morning after I did a factory reset of my OP7T PRO. I was frustrated & started to check the forums but with no luck so I started backtracking my steps after the reset and found out that I had enabled the "override dark mode" in developer settings which was causing this problem. Screenshot attached. Hope this helps
