Any specific setting or system settings in general?
Tried both the small icon in quick settings and the big icon in app drawer?

Yes, I tried both options, but nothing works.
The first time, the day before yesterday, I updated the "oneplus launcher" on Aptoide, after which the problems started.
The screen theme was reset with the background and applications saved on the screen, then I could not enter the main settings menu.
I wouldn't want to give him a "general reset."
Apps open, but I don't have access to general settings.

If you installed oneplus launcher through an apk, you might want to uninstall the updates from launcher and try again.

Yes, I uninstalled the updates and then reinstalled them twice, but the problem persists, as some "OnePlus Launcher" users write on the Play Store.

try installing a new/ different launcher from play store if you use it.
    Or Apk mirror maybe!

If you long press on the settings icon can you access the app info? To try and clear cache and data of the settings, if you can access them that way at least
