Then no. You can install TWRP only if you are already rooted or via fastboot.

Yes there is a way, there is a app which can be used to flash recoveries...

There was an app i used on opx ( kingroot)

It used to root my phone without pc just by installing the app

Try some other machine preferably with windows 7 for easy installation and fastboot flash

Bro, it's impossible to root without PC, believe me I have tried a lot of times didn't work at all, so just see some official tutorials by oneplus on YouTube to learn how to root.
    Cheers

It's not really a good idea to use King root etc , if something goes wrong, which sometimes happens, you'll be in double trouble because not only will you have a bricked phone but also you're going to need a PC to fix whatever is broken.
So as has been mentioned above better to borrow / use a friend's PC .

It is advised to fix problems instead of finding workarounds for them

You want to have twrp because it will make your life so much easier if you get bootloops or brick your phone in any way. You can easily make backups and restore your previous app data and settings. If you don't already know all of this then go and so it properly or you will wish you had in the first place. This is one complete guide from people that took a lot of time.

There also videos on YouTube from OnePlus and others as well.
