Here in Mexico, for example Telcel (kinda like AT & T), you have to pay for internet in MB, or GB (in some countries internet is free lol), so it would be an awesome idea for root users to create an app, so in that app you can save MB OR GB, from your home Wi-Fi, and use it on the street.
i.e. I go to my home connect to Wi-Fi, and save 7 GB, so when I go to street I can use them on Whattsapp, Facebook, Vine etc

If this exist please tell me the name, I will consider it when having the One ;)

That it is not possible. However, you can enable data compression in chrome to cut your data usage in half

While it sounds like a great idea, there are fundamental impossibilities in your logic.

You can't store data like that, you could supposedly save 7GB of the internet, but the internet almost 1000 ExaBytes big, that's 1 Billion GB, You will not be able to browse all the content you need or want at a given point in time.

Maybe sometime in the future, like a billion years from now, when we can download YottaBytes in seconds we could store a cached copy of the internet on our phones, or we'll go extinct before that, my money's on extinction:D

Yeah it would be nice but you are paying for the connection and not the internet itself. You can't save some GB of connection for use later on a place away from the wifi point you used, this would just not work and never will.
Rather just see free mobile internet but that would not really work.

Lol dude that MB/GB is not like a file that you store. With internet you require signals therefore satellites and receivers such as the ones in your phone aka Wi-Fi and 3G/4G

    Its a good idea
But I'd say it would only be an offer that's put on by a company
So if you have virgin broadband
they would then subsidise your mobile stuff
    That way its easily monitored
But if its between different companies then it'll be less likely
