IMHO the shipping fees should be covered by OnePlus, but I'm waiting for somebody in contact with support confirming this.

Would it not be easier for OnePlus to just share the file for flashing?

OnePlus is going to take care of shipping the device back. No extra money needed.

I'm still lost. I may be over thinking this though. So, due to the fact that OnePlus made the device, the only authenticated computers are the ones at service centers, hq, and certified repair locations?@David Y.

There are probably licenses and huge penalties involved. Depending on how exactly this is implemented, this could be as simple as flipping some bits or include some encryption. But in any way somebody will want to have some license fee for this. And don't wont everybody to know, how this is implemented, so it can't be hacked. So if OnePlus would release the possibility to change it into the open, they would have to pay penalties for breaking contracts. This isn't official answer, but my speculation, but IMHO it's a realistic speculation.

Well, how one defines an "authenticated PC" is what has me a bit lost. I am really not sure what is meant by it.
