So I read somewhere that the Oxygen OS has been built in house by the OnePlus team and its not based on the latest version of Cyanogen. Is it true?

As far as i know, Oxygen OS was designed in-house by Oneplus Engineers. The aim was to leave Cyanogen and become self-sufficient on the software side to compliment their hardware.

It's a completely in-house developed ROM based off AOSP + CAF kernel. They still took some featurs from CM rom which are supported natively by OPO.
