Chromecast, as of a couple weeks ago when I tried it at least, does not actually do the Cast Screen like it says it does. You can throw a few things up there, but it doesn't actually MIRROR your screen.

I hooked up the Belkin last night, and was able to completely mirror my screen (and audio) to the TV. There were some issues... a small bit of lag when switching apps, sometimes it didn't want to connect... but I think these may have been due to interference with my other wifi network (the device creates it's own wifi direct network).

I recorded the steps, and will try to post the video here in case that's helpful for anyone. But it was SUPER simple!

Does this also act as a wifi hotspot so that you can cast directly to it and not need a wifi ap?

I'm not for certain, but the Chromecast's mirroring is just ~ok~ Still quite a bit of video lag with my Nexus 4. It may end up being better than miracast in the long run, but many devices aren't supported. For instance Miracast is natively supported with the Nvidia Shield (awesome little device), but chromecast is not. Miracast is supported on a ton of Android devices.

There is an app called "mirror enabler" that gives you the cast screen option in chromecast.
It perfectly mirrors the phone screen and audio output is through the TV as well.

Screenshots added as proof of claim:

I cannot find "mirror enabler" on my phone, or on the web. Do you have a link maybe?

The only apps I can find cost money, and require root (for anyone who's wondering, the Belkin does not require any extra apps or root access to use with the One).

In terms of video quality, both local file and online streaming, which will produce the highest quality experience? Chromecast or Miracast? And if miracast, which dongles are tested and proven to be the best based on user experiences?

video quality on Miracast is pretty good. I'll throw up some high quality video and report back. Still working on getting that tutorial video compiled, ran into some issues since I videoed in 4k.

As far as I know, the usb plug is simply to power the unit. I'll try to do a separate review video if I can make time, showing the video quality.
