    From what I keep hearing it's for gestures, but I'm not 100%.
    Since Gboard is made by Google, you would have to ask them to be sure.
    This is also not new and has been apart of Android 10 for a while now.

    Reducing the size only changes the height of the keyboard, it doesn't affect the space below it.

    This has been widely covered and talked about at Android10 launch
    .. it's an android 10 feature for easier gesture control...you can not get rid of it on GBoard

    It's not a problem or any issue, as Google develops application of all devices they didn't desgings application by targeting any specific model. This designs application as a standard ui (user interface) this one plus os support botton on screen button for navigation as well as gesture like swipes and all.

    Gboard assume that there may be some on screen button, that's why that space is available, if there is button take that space else cover it.

    Example : car manufacturers design car seats with adjustable forward and backward adjust I'm car seat, if someone short in high they simply moves car seat forward vice versa. Because car manufacturers knows the owner can be short or tall so they offer this feature. This example may be quite difficult to understand but this is it.
