My guess is that the patches might be included in next update. It may be added separately and might be included in mars security level. Depends when the work on fixing it started.

Never had such a bad phone as the Oneplus 7pro, bugs and bugs. Stuttering image when scrolling, freezing apps and crashes, and slow response, and ram manegmant is bad.

Hopefully you get your answer regarding what security level that includes this here

    https://source.android.com/security/bulletin

But I do not see this being mentioned at all at the moment... So maybe April security level or manually cherry picked until next update

The Charge retaining capacity and battery life has
decreased suddenly (in this latest update of 10.3.1)
and the phone is giving almost an hour less of Screen
on Time even with the same set of apps and usage
    pattern as before..

Also multitasking between social media apps and
voice calls over data is eating up a bit more battery
than usual, which was not the case before.

please do something and fix this issue in the next
    update.

There is a bug in this version. (10.3.2.GN21AA)
When I receive a call, the number of the caller is not displayed, even if it is in the contact list. It always appears UNKNOWN.
    Please solve this problem fast.

Could observe Battery Drain in 10.3.1 and now in 10.3.2 the battery drain is persistent along with slight heating issues too.
My usage pattern in moderate and not that heavy and this was not the case before and the usage hasn't changed either.

Suddenly this battery drain and heating issue can be observed which is quite significant and really disappointing.

Really need a proper update fixing these two issues asap.

Too much of heating can be observed suddenly after the 10.3.2 update.
Sudden Battery Drains too can be seen.

Usage Pattern is moderate and has not changed.
Slight Heating occurs even for low powered apps and programs.

Battery drain is also persistent with one hour of less SOT suddenly.

please address this battery drain and heating issue asap and fix it with an update quickly.

What apps and system components are usually draning for you? How do you normally charge? Daily during the night? Or partly and stop at 80%?

The apps would be Whatsapp and Instagram mainly.
Followed by Snapchat, Facebook, Quora, Chrome, Spotify.
I don't play any sort of games on my phone.

System Components seem to be normal..
Screen taking the majority of the juice followed by the android system and WiFi and then Android OS.

I always use my Warp Charger to charge and have never used any other charger.

The Charging time depends.. but it's usually in the night.

And yes, I charge from 10% to all the way till about 93% generally... and after new updates or every month, I do a complete cycle calibration from 0-100% after completely draining the battery.

Some apps really sucks when it comes to battery use. If some get strange peaks try to reset it by wiping data if the app. Turn of features you don't (I don't autoplay videos in Facebook for example and only allow location when in use. I also use it that rarely that I set Optimize on it). If you very rarely use a app set it as Optimize. In most other cases let the device deside based on usage with Intelligent Control.
You may want to avoid 0% that often and consider 100% more often for better optimizing of the system.

You can trigger the background optimizing manually if wanted. Optimizing command. Run in adb shell if unrooted.
    cmd package bg-dexopt-job

That and more battery info here.
