I can make calls, apparently, send texts, but I can't receive any text messages after the latest update.

I tried swapping messaging apps and resetting my network settings to no effect.

I can't make or receive calls and only send and receive texts if I'm on my wifi at home. I got a new SIM card.. no avail. I powered off for an hour .... No avail. I have an expensive paper weight. It will not connect to the one network. Any help?

Have you tried to clear the message app cache in the Settings and restart your device once?

Try to Reset WiFi, Mobile & Bluetooth -
Settings - System - Reset Options - Reset WiFi, Mobile & Bluetooth.
    It might help.

Try resetting APN Settings from WiFi and Network Settings.

Can you please check if the correct smsc number is used in the settings of the messages app?

Tried, No difference. I tried the swapping SIM Card method and it worked temporarily, in that when I made the switch I got an epic dump of text messages of everything backed up, but then went right back to not working after a little.

How would I confirm its correct? I did the whole #*#* thing and the number is the same as I found but it had a few extra digits after the quoted number.

I've been struggling with this for a while - no incoming text messages. Initially I was rebooting several times a day and texting "test" to myself.
I thought I had solved it when I found some system apps denied SMS permission; I was wrong.
Today I rebooted (uptime 5 hours at time of reboot). When the phone came back, I got a flood of at least 4 days of texts.
I'm using Textra and this seems to have started after the update to Android 11.
I have not yet tried the suggestions in this thread - I don't know how I would get another SIM card for whatever that attempted fix is.
I used the web form to "send an email" to Support.
