Can you try clearing the device cache and see if it improves?
If it doesn't can you perform a clean flash of the OS

Are you using original Flip cover provided by OnePlus ??? if yes then stop using that.

that issue was also with me ... after removing flip cover and using only back cover, problem solved after this new update 3.5.5.

LED notification start blinking .... Cheers

first update ... problem might be solved...

Issue solved

Issue is solved for me.
For me the issue was linked to notification of whats app.
In settings go to notification
Select whats app
Turn off show on lock screen option.

Check you should be able to view led notifications.
Once done you can re-enable the option of show on lock screen, everything will start working like charm.
