    Wiped Cache Memory of what??
    Be specific buddy. 😑
Live caption option needs to be toggled ON to work.
Under accessibility tab in settings. check if any new update is rolling for your device.
Also let me know if you bought it from from some carrier
because they usually block few stuff that OnePlus generally releases.

What do you mean by 'missing'? Did you had it before 10.3.3 update?

However as update saga goes for the India version 10.3.3 on Op7Pro, Live caption is available on random basis. Read it right, random basis. A few gets it, others don't.

To double check pull down notification panel, click pencil icon to edit, find Live caption there? If yes, click to enable. If no, submit feedback.

The settings menu is disappeared, but you can go to it via quick toggle icons. Pull down the notification bar and click pencil icon to edit. Drag the live caption icon to the front. Then long press it to go inside.
