Have the same problem where my car has a bluetooth receiver where i max the volume output and it works fine. Usually its always whatever the max volume i can output but if i connect my wireless headphones, its having issues now determining what is the actual max volume for the device. I can confirm that forgetting the device does fix the issue but this issue pops up enough times that its not a good solution. The developer setting solution that was suggested above does not work for me. My theory is that, based on my understanding, oneplus/android now has a feature to remember volume settings per device and because of this function it messes with the actual settings per device. My volume slider always seems to be set at max but i only set my car bluetooth to max. I set my wireless headphones to somewhere in the middle but when i connect the volume slider is set at max. So now its thinking my max is now somewhere in the middle. I can confirm it does still decrease volume every level but in smaller increments then if the max volume was the correct level. I'm not sure but if theres a way to clear this settings outside of forgetting the device or even disabling the feature that would probably be the solution. I think this is the issue but i could be wrong

    Thank you Fernando!
    That worked for me.
In addition to what you did, after disconnecting the wired headphones and reconnecting my Samsung Buds, I just had to try adjusting the volume down and the voice suddenly got higher.

I'm having a similar issue that I get full sound when the sound bar is set to somewhere around low. When I try to increase or decrease it suddenly no sound at all and when sound bar set to somewhere near max it gives medium sound, it's so strange and happened out of nowhere. I have tried forgetting the device, clearing cache, resetting my phone, and developer mode solution and none of it worked so far.

I have the same issue with my Sony 1000xm3 after about 6 months of working fine. Tried all of the above mentioned solutions to no avail. Can't confirm that it started with the new patch mentioned above but its likely.

Hopefully this can be fixed by a quick patch, cause I haven't been able to find a manual fix.

I've tried this but to no avail. I'm using some Anbes headphones that worked great until about a month ago. Now full volume is just below normal listening, but they work fine from another source. I've tried forgetting and re-pairing. I've disabled and enabled absolute volume. No difference for me. It seemed like maybe there was an update that messed up my bluetooth volume. Combine that with no headhpone jack...not cool. I hope they fix this.

    edit: I'm on a 6T. Didn't realize this was a 5T thread.

I tried all of the above instructions. But I having same that problem.. I'm. Using. 7 pro and the. Bluetooth headset is. Sony. Wi c300.. Media volume very low when connected to Bluetooth device...

    Kudos to you sir.

This solved my problem too. I have OnePlus 5 unit and Razer Hammerhead True Wireless Earbuds but I've suddenly noticed a significant decrease on the Bluetooth volume even though it maxed.

    Thank you Fernando

Had this issue (probably after firmware update) connecting to my Fiio BTR3. Re-"pairing" solved the issue! Thanks

Had the same issue since August (probably after firmware update too). Re-pairing the device (removing + associating it again) solved my problem too. Many thanks! :)

The same problem here: forgetting and reconnecting to my wf-1000mx3 did the job. Thanx!
